A study published in the IEEE International Conference on Computer Sciences and Convergence Information Technology in 2009 found that Germany, Brazil, and India had different approaches to open source software usage, highlighting the need for a standardized approach to licensing (Richter et al., 2009). Meanwhile, researchers at the University of Applied Sciences were exploring the phenomenon of license violations in open source projects, identifying common causes and proposing solutions (Mathur et al., 2012).

The Free Software Foundation's lawsuit against Cisco in 2010 for GPL violations marked a significant turning point in the evolution of open source license management.
